Saudi Arabia won 6 awards. The Saudi Ministry of Trade won the Best Arab Ministry Award in the Institutional Awards, while the Food and Drug Authority in Saudi Arabia won the Best Arab Governmental Award.

The awards were announced at a ceremony held under the patronage of Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, where the Board of Trustees of the Arab Government Excellence Award announced the names of the first session prize winners, during a virtual ceremony in which a number of ministers and officials and representatives participated. From Arab governments, in the presence of Ahmed Aboul Gheit, Secretary-General of the League of Arab States, and members of the Award’s Board of Trustees.

Saudi Ministry of Commerce

The Saudi Ministry of Commerce won the Arab Government Excellence Award as the best Arab ministry among more than 5,000 Arab government participation, as a result of institutional excellence in accordance with the best international standards, and the adoption of concepts of innovation and development, and performance governance to achieve goals and strategies related to the vision.

The Ministry has also achieved the award for the best government service in the Arab world for the service of “founding your company”, which enables electronic establishment of companies within 30 minutes after automating all procedures.

Dr. Majid Al-Qasabi, Saudi Minister of Trade, confirmed that «the Ministry of Commerce’s winning of the Arab Government Excellence Award sponsored by Sheikh Mohammed bin Rashid Al Maktoum, as the best Arab Ministry, is a new achievement for our dear nation, which is one of the fruits of (the Kingdom’s Vision 2030), praising the creative efforts and hard work of the trade team. .

Over the past years, the Ministry of Commerce has worked on restructuring and adopting a new organizational structure in line with (Vision 2030) to include a special agency for customer service, a general department for business governance and an office for the transformation management in the ministry, as well as its strategy for its work to improve the commercial environment and align it with the goals of the vision, and to be a model For institutional excellence at the regional level.

The Ministry attracted qualified competencies in various fields, and worked to enhance job engagement, as it reached 80 percent in 2019, which is higher than the global average, and the highest among government agencies during 3 consecutive years, and the percentage of employees who were trained increased to more than 90 percent, as well. It strengthened the community participation of employees and expanded the training and qualification of youth and students, and the application of all the provisions of the specification of social responsibility «ISO 2600» and the Ministry was keen in its work to facilitate the start and practice of commercial activity, as 5 procedures were shortened in one step to start a business electronically, and to reduce the period of establishment Companies from 15 days to 30 minutes, and automating services, bringing the percentage of customers who are served electronically to 97 per cent, in addition to expanding customer centers with the concept of a comprehensive employee.

The system of legislation has been strengthened by preparing and developing nearly 60 legislations, including: systems, regulations and regulations, most notably: “the e-commerce system, the commercial franchise system, the professional companies system, the commercial mortgage system, the anti-concealment system,” and others.

The reforms and improvements implemented by the ministry contributed to Saudi Arabia achieving a qualitative leap by 103 ranks in the index of starting a commercial activity – which is supervised by the ministry – to reach the 38th globally, and the 3rd globally in the protection index for the minority of investors according to the Ease of Business 2020 report issued by the World Bank. In the sub-prizes category of the award, the “Optimal Use of Antibiotics” project from the Ministry of Health in Bahrain won the award for the best Arab government project for the development of the health sector. Both the Economic and Customs Information Governance Service for Trade Facilitation (Horizon) won from the Customs Affairs of the Ministry of Interior in Bahrain, and the service “Farajat” of the General Directorate of Prisons at the Ministry of Interior in Saudi Arabia, and the “Mobile Licensing” service of Public Security in Jordan won the best initiative for a government development experience. The Benban Solar Energy Project in Egypt won the award for the best Arab government project for infrastructure development, and the Elite Industry Project from the Ministry of Youth and Sports Affairs in Bahrain won the Best Arab Government Project award for youth empowerment.

The supplementary support project “Takaful” at the National Aid Fund in Jordan, and the Khatwa household projects project at the Ministry of Labor and Social Development in Bahrain won the Best Arab Government Project Award for Community Development.

The innovation system in the Ministry of Labor in Oman won the award for the best Arab government project for the development of education, and for the best smart Arab government application award. It was won by the “Real Estate Consultant” application from the Real Estate Development Fund in Saudi Arabia, and the implementation of the National System for Suggestions and Complaints “Tawasul” for the Authority.
