The Minister of Human Resources and Social Development issued a decision to resume work with recruitment contracts and start receiving applications through the electronic portal “Musaned”, after the suspension of work on contracts to mediate the recruitment of electronic domestic workers as of March 16, based on the issuance of the kind approval to partially lift the suspension on international flights To and from the Kingdom, and the opening of land, sea and air ports.

The decision includes the resumption of work with contracts to mediate the recruitment of domestic workers starting from the date of 10/7/2020, so that the recruitment period for new contracts is 120 days, and in the event that the licensee delays the recruitment of the domestic worker within a period of (120) days, the contract is automatically extended for a period of (30) days, with imposing a delay fine on the licensee of (15%) of the value of the contract as compensation for his non-commitment to the arrival of the domestic worker within the period specified for recruitment, estimated at (120) days, in the event of canceling the contract and in the event that the domestic worker did not arrive after The expiry of the extension period, which is set at (150) days, so the contract is considered void and the licensee is obligated to return the contract value to the customer with a delay penalty of 20% of the contract value.

According to the new contracts, from 6 to 30 days the cost of terminating the contract is 5% for the person requesting the cancellation, and from 31- 120 days the cost of terminating the contract is 10% for the person requesting the cancellation, and from 121-1 150 days the cost of terminating the contract is 15% for the recruitment offices, and 151 days the contract is considered Automatically canceled.

According to the decision, the competent agency issues the necessary arrangements to process contracts that are suspended in the future as a result of travel to and from some countries sending domestic workers due to the outbreak of the new Corona virus in them, in order to prevent the spread of the virus in the Kingdom, according to what is issued by the competent authorities.

The decision specified the end of the implementation of the new contracts 10/31/2021, and the mediation contract issued on 5/12/1440 shall be reinstated.

Sources stated that the decision of the Ministry of Human Resources and Social Development contributes to moving liquidity in the sector, noting that recruitment offices completed 7 months with the cessation of activity, as offices incurred a lot of expenses during the last period, stressing that the decision opens the door to receive new applications through the platform «Musaned », In addition to making flexibility in new contracts for a period of 120 days (next January 31) in exchange for 90 days in old contracts with a 60-day extension, explaining that the client within two months has the right to cancel the contracts and gets a 15% fine, and in the event that the workers fail to arrive, the office will be fined 40 % Within 150 days, explaining that the online portal “Musaned” opened receiving requests today, as some offices began receiving some new requests, noting that the Ministry did not address the treatment of old contracts with high costs such as quarantine costs, analysis of the Coronavirus and other other costs. Offices will be exempt from demurrage due to the Coronavirus pandemic.

She expressed her surprise that the new contracts did not address the Corona virus test certificate, which costs 500-750 riyals, which raises the recruitment bill in the next stage, which causes some problems with clients, stressing that some exporting countries for domestic workers have not opened.
