The new organization of the Ministry of Sports, which was approved by the Saudi Council of Ministers in its last session, opened the door for businessmen and investors in the sports sector to establish and establish new sports clubs in accordance with the regulations of the Ministry of Sports, thus giving the opportunity to see new clubs in the Saudi sports community.
The new organization will open the horizons for more responsibilities and tasks for the Ministry of Sports to pay more attention to sport, especially as it is one of the pillars of Saudi Arabia’s Vision 2030.
The new organization of the Ministry of Sports carried 5 articles, the first was an explanation of the terms contained in this regulation, and the second article mentioned many of the objectives of the Ministry of Sports that it seeks to achieve as it has become the competent authority and the main reference in Saudi Arabia regarding the organization and development of the sports sector, the advancement of its components and the expansion of the base of practitioners. Among these new tasks are the classification of sports clubs, their establishment, as well as the licensing of others to establish them, in accordance with the controls set by the Ministry, and this will give the opportunity for all businessmen wishing to establish sports clubs in Saudi Arabia.
The Ministry will also encourage investment in the sports field, work to develop and develop it, and attract local and international sports investments, in accordance with the established procedures.
It will also be among the Ministry’s tasks to contribute with the concerned authorities to the promotion of sports media to ensure the achievement of its goals set for it, and to establish a distinguished professional sports media that helps raise the level of the sports field, develops the spirit of fair competition and limits discrimination, abuse and sports intolerance.
The new regulations also included licensing to establish facilities and facilities for practicing sports activities and holding events, setting rules and standards for establishing and managing sports facilities and facilities, establishing qualitative unions in non-competitive activities, and organizing the work of sports groups and providing aid and support to them.
According to its new tasks, the Ministry of Sports will work on proposing draft regulations related to sports, proposing to amend the applicable ones, and raising them to complete the necessary legal procedures, as well as developing indicators related to the Ministry’s work fields and the sports sector, measuring them periodically, developing them and comparing them with international indicators.
Among the tasks of the ministry will be setting a framework and model for the governance of the sports sector, developing sports capabilities and energies, refining talents and skills, and encouraging all groups of society to practice various sports.
The Ministry will work to spread the culture of volunteering and community partnership in the sports fields, in addition to setting training programs for workers and volunteers in the sports fields, and the Ministry will classify workers in sports fields according to standards it sets, in addition to issuing the necessary licenses to work in the sports fields.
According to the new organization, the Ministry will work with the Ministry of Education and other concerned parties to develop sports for schools, institutes, colleges and universities and set their own programs.
It will also take the necessary measures to combat the banned doping in the sports fields, contribute with the concerned authorities to the development and advancement of sports medicine, and coordinate efforts with the Saudi Olympic Committee, the Paralympic Committee, sports federations, the Youth Hostels Association and other local sports authorities, and cooperate with and support them and work to improve their performance.
The Ministry will take what is necessary in order to limit violations that may occur in the sports fields without prejudice to what is stipulated by the statutes of sports federations and their bylaws, and to take what is necessary to enhance integrity in the sports fields and to ensure transparency and curb illegal practice.
The Ministry will provide consultations in sports fields, and it will cooperate and exchange experiences with its counterparts from agencies in other countries, regional and international sports organizations and specialized expertise houses inside and outside the Kingdom, and implement the Kingdom’s international obligations related to sports fields, in addition to representing Saudi Arabia or participating in its representation in committees, organizations and bodies. And relevant regional and international forums and conferences.
The Ministry will also work to conduct studies and research related to its competencies and cooperate with research centers and expert houses, and it will also work to conclude agreements related to the Ministry’s activities with the concerned authorities in other countries and international organizations.
And Article Three of the Ministry of Sports’s bylaw stated that the Minister of Sports manages the Ministry’s affairs and runs its affairs and takes all decisions and actions to achieve the goals for which it was established in accordance with the provisions of the organization, including proposing policies and strategies in the sports fields.
And work to approve the internal regulations that the ministry operates in a way that does not conflict with the relevant statutory texts, approve the regulations governing the establishment of events facilities and facilities for the practice of sporting activities and the establishment of sporting events, and to propose the organizational structure of the Ministry, as well as seek the assistance of experts and consultants to work full-time or part-time.
