“With the clear increase in the pandemic instability, the government of the state of São Paulo and the contingency center of covid-19, decided that 100% of the state of São Paulo will return to the yellow phase of the São Paulo Plan. I want to make it clear, there are no shops, bars or restaurants. The yellow phase does not close economic activities, but it is more restrictive in measures to avoid agglomerations and the increase in the contagion of Covid-19 “, said Governor João Doria (PSDB) .

With the measure, six regions that were in the green phase, the least restrictive, among them the capital of São Paulo, regress and should return to reduce the functioning of shops and services.

The remaining 11 regions, which were already in the yellow phase, are not advancing and are continuing at the same stage.

The reclassification update was released less than 24 hours after the municipal elections and was only allowed due to new changes made to the plan’s rules.

• Establishments in all sectors have a capacity limited to 40%, with a maximum operating time of 10 hours per day and with limited opening hours until 10 pm;
• Standing audience events are now banned;

According to the São Paulo Plan, cinemas, theaters and museums can remain open in the yellow phase. However, city halls have the autonomy to decide what and when to reopen. In the capital of São Paulo, Mayor Bruno Covas (PSDB) determined that the opening of the cultural sectors would only occur when the city was in the green phase.

In the yellow phase, public and private educational institutions in the state are allowed to open. Therefore, schools will remain in operation.

“This move to the yellow phase does not change the schedule back to school and schools will not be closed,” said Doria.

The governor also announced that the data analysis time will cease to be every 28 days and will be changed every 7 days. However, the next ordinary reclassification is scheduled for January 4.

“The contingency center has also decided to decrease the data analysis time from 28 in 28 days, to 7 in 7 days, as it has done previously. It is a precautionary measure that we are taking to regain control of the pandemic,” said Doria.

Governor João Doria (PSDB) also announced that he will hold a meeting on Tuesday (1) with 62 mayors from cities who have shown an increase in hospitalization and bed occupancy rates in the state of São Paulo.

According to government data, the city of São Paulo and municipalities in Greater São Paulo currently have rates compatible with even more restrictive measures, compatible with the orange phase of the proposal.

As of this Monday (30), the Municipality of São Bernardo do Campo, in ABC Paulista, decided to tighten the rules for trade and services sectors. The city registers almost 70% of occupancy of ICU beds for Covid-19 and the changes were taken by the municipal management to contain the spread of the disease.

Last week, the government admitted that the health committee had recommended an increase in circulation restrictions in the state to combat the spread of the coronavirus. Despite the warning, the decision was postponed to be made only after the second round of municipal elections.

The Coving-19 Contingency Center is a group composed of 20 health professionals, including João Gabbardo, executive secretary of the committee.

Hospitalizations for Covid-19 were discharged for the second week in a row, according to data released last Monday (23). There was a 17% increase in hospitalizations between 15 and 21 November, after an 18% increase in the previous week, from 8 to 14 November.

The data showed, therefore, that this number increased even in comparison with a previous period that had already presented rising rates.

Despite this, the government presented incomplete data this Thursday, comparing just four days of the current week with the seven days of the last epidemiological week.

The reclassification of the regions of the state of São Paulo in the plan to reopen the economy during the coronavirus pandemic was expected to happen on November 16, but was postponed until this Monday (30).

At the time, the state administration justified the change in the blackout of data that caused instability in the Ministry of Health’s Sivep-Gripe system on November 5th.

The São Paulo Plan regulates quarantine across the state, classifies the state’s regions in color, determining which locations can advance in the economy’s reopening measures. The criteria that base the classification of regions are:

• Total beds per 100 thousand inhabitants;
• Variation in new admissions, compared to the previous week;
• Variation in new confirmed cases, compared to the previous week;
• Variation in new confirmed deaths, compared to the previous week.
• In the green phase, deaths and cases are also considered for every 100 thousand inhabitants.
• Regions that reach phases 3 (Yellow) or 4 (Green) will remain in these phases as long as they have weekly indicators below 40 hospitalizations for Covid-19 for every 100 thousand inhabitants and 5 deaths for every 100 thousand inhabitants.
