“We basically agreed to the reopening framework for Australia by Christmas,” said Morrison.

“By Christmas this year, seven of the eight states and territories will certainly be open, and you never know it could be eight.

“It is important that this plan not only describes the opening up of the various activities in the economy as well as in our community and society. An important part of this plan is that it includes the necessary actions to support a public health response. “

WA Prime Minister Mark McGowan, who faces an election in March and has grown in popularity with his harsh border closure, refused to participate in the plan.

Mr Morrison said WA’s decision was based on economic concerns.

The Prime Minister has also announced that it will raise the returning traveler caps by 300 next month, with WA adding an additional 140 passengers and Queensland an additional 150 international arrivals in November.

There are still around 30,000 Australians stranded overseas.
