Against the rest of the world, Brazil continues to be the only South American country and one of the few without restrictions on the entry of foreigners through airports at the federal level, not adopting measures common to visitors who arrive from abroad by this means, such as presenting a negative diagnosis for Covid-19 or mandatory 14-day quarantine, according to updated data from the International Air Transport Association (IATA).

Brazilian airports will be able to receive international flights

Months after the start of the pandemic, the vast majority of countries, including those bordering Brazil, affected to varying degrees by the new coronavirus, still maintain some kind of partial or total restriction to international travelers by air, land and sea.

However, at the end of September, the Brazilian government, in turn, authorized the entry of foreigners, of any nationality, at all airports in the national territory. The veto on the entry of foreigners “by road, other land or waterway” remains in effect. The only prerequisite is compulsory health insurance.

Two months earlier, the entry of foreigners by air had already been partially released, with restrictions at airports in some states.

International flights and the entry of foreigners in other ways had been restricted in March, due to the Covid-19 pandemic.

Bolivia, for example, requires visitors to submit a negative molecular test result (RT-PCR) for Covid-19 obtained at least seven days before the trip. Paraguay, on the other hand, once again allowed international flights on Wednesday (21), but also by presenting a negative test for coronavirus and a seven-day quarantine – only for stays longer than one week.

Argentina, Chile, Uruguay and Venezuela maintain a veto on the entry of foreigners not residing in the country by any means. In the Uruguayan case, there is a specific exception for Brazilian citizens who, “demonstrating their status as frontiersmen, enter the Republic through the Uruguay-Brazil border and remain in the border city,” says the country’s Ministry of Health.

In Peru, which has the highest mortality rate among the 20 countries affected by the coronavirus – followed by Brazil, according to data from Johns Hopkins University, in the United States, international commercial flights were resumed on October 5, but only for Latin America. In addition, the Peruvian government requires a negative molecular test result (PCR) performed at least 72 hours before the flight. If the traveler experiences symptoms of Covid-19 when he arrives in Peru, he is asked to isolate himself for 14 days.

In Colombia, the foreign visitor has to comply with a series of requirements, including presenting a negative molecular test result (CPR) for Covid-19 carried out 96 hours before departure. In addition, between 24h and 1h before the flight, you must complete a form available on the Colombian government website. The traveler will then receive a confirmation email that they will have to present on arrival in Colombia. Completing the same form 24 hours before departure from the country is also mandatory.

In Ecuador, another country hard hit by the pandemic, passengers must sign a declaration form with their itinerary and local contact details. They must also submit a negative PCR test for Covid-19, done up to 10 days before arriving in the country. If this test is not available in the country of departure, the visitor must agree to undergo a test for covid-19 at Ecuador airport on arrival.

In Latin America (excluding the Caribbean), in addition to Brazil, only Mexico allows travelers to enter without restrictions, despite asking to fill out a form entitled “Questionnaire to identify risk factors in travelers”.

In the United States, which has the highest death toll from Covid-19, restrictions remain in place. About a month ago, the Donald administration announced the lifting of the restriction on flights departing from some countries, including Brazil.

But in practice, Brazilians remain prohibited from entering American territory, unless they are citizens of the country, legal permanent residents (holders of green cards), immediate family members of American citizens and specific categories.

Still, the United States recommends “that international travelers be quarantined for 14 days when traveling from high-risk areas,” says a note from the American embassy in Brazil.

In the world, there are few countries without any restrictions on travelers arriving at their airports. In addition to Brazil and Mexico, Serbia, Albania and North Macedonia are some of them. In the case of Serbia, however, citizens of Bulgaria, Croatia, North Macedonia and Romania need to be provided with a covid-19 negative PCR test issued 48 hours before departure.

Turkey has also lifted its restrictions on entry of foreign tourists by air, but continues to conduct medical screening at its airports. If they show symptoms, they will be tested. And if they test positive, they will receive medical treatment.
