Despite fears of failing again in the consensus of the Libyan parties during the final moments of the negotiations, the stakes have shifted to another place, which is the upcoming US elections, which creates a crossroads for the talks that Tunisia will host early next month. In addition to the ongoing negotiations on the various tracks, the international role intensifies with the shuttle tour of the Acting Head of the United Nations Support Mission in Libya, Stephanie Williams, and the most recent of her visits to Russia, where she met with Foreign Minister Sergey Lavrov. Nevertheless, many hopes are attached to the political dialogue as a basis for forming the new government and starting a clearly defined transitional phase. The new bet at the “Libyan Political Dialogue Forum” hosted by Tunisia is the success of Donald Trump in the presidential elections to ensure that the balance of power remains unchanged, as if the Democratic candidate, Joe Biden, wins, the tables may turn and things may go to another path. The dispute is prolonging between the Libyan leaders, a number of whom are searching for ministerial positions in the new formation. As for the new consensus among them on anticipating the results of the US elections, it is due to the temporary understandings recommended by the forces supporting each party, waiting for the new resident of the White House, even if a preliminary agreement is reached under the auspices of the UN before the election results are announced, which is almost impossible, according to sources. Despite this, international efforts continue with pressure on everyone without exception, especially with regional and international backers accepting the agreement to end the military action, but some details remain that have not been resolved, throughout the meetings that were held between Egypt and Morocco in an intense and unprecedented manner, perhaps years ago. Each side held on to the elements of its power. Although most of the negotiations took place away from Turkey, the role of the latter is still influential by the recognition of the Emirates and Egypt, which closely follows the visits and contacts between the officials of the “National Accord” government and the “High Council of State” in Tripoli, and between Turkish officials in different sectors, especially as the goals Economic of the Turkish presence in Libya still exists. As for Cairo, negotiations between the delegations of the “Supreme Council” and the Tobruk Parliament have faltered after four days of “arduous sessions” that were opened by the director of “General Intelligence”, Major General Abbas Kamel, and extended for two additional days, while a new round will be held before the end of this month to resolve the sticking points in what It is related to positions and quotas.
Currently, Libya’s neighbors, Egypt, Tunisia, Algeria and Morocco fear the tragedy that could be born in the event of failure of negotiations and the return to arms, especially since the first (Egypt) says that the consequences will be catastrophic, and that its military intervention will be inevitable in this case to defend the red lines in Sirte axis – Al Jufrah to ensure its national security. What complicates the scene is that the equation of military power is close between almost all parties, and the alliances are also intertwined, and everyone understands that the war will have a bad result for everyone, especially with the popular anger that puts pressure on all the contestants. Nevertheless, the crises facing the Libyan parties today seem to be much less than their predecessors, but the most worrisome for them is the real fear of possible accountability for what happened in the past, which is what they seek during the negotiations to put in place understandings to overlook them, and start a democratic path in which the existing faces will compete.
