XALIMANEWS-The President of the Republic, His Excellency Mr. Macky SALL, chaired the Council of Ministers on Wednesday, October 14, 2020, at 10 a.m., at the Palace of the Republic.

The Head of State, at the introduction of his communication, welcomed the brilliant re-election of Senegal by the United Nations General Assembly as a member of the Human Rights Council for a new term of three ( 3) years old, with a score of 188 votes out of 190, or 99% of valid votes cast, the highest score. This recognition by the United Nations confirms Senegal’s international influence in matters of democracy, public freedoms, justice, protection and respect for human rights.

The Head of State then mentioned the strengthening of the day before in the management of the COVID-19 pandemic. To this end, he notably asked the Ministers in charge of Health, the Interior, the Armed Forces and Air Transport, to ensure, particularly, at the level of our borders, the control of imported cases which have multiplied. over the past few weeks. He asked the Government to increase the awareness of the populations to avoid a new wave of contamination.

The President of the Republic also informed the Council of the celebration, on October 16, 2020, of the International Food Day on the theme: “Cultivate, nourish, preserve.” Together, act for the future ”. As such, he urged the ministers concerned to consolidate the dynamic of consultations with all stakeholders, with a view to strengthening Senegal’s food sovereignty, the nutrition policy, as well as the systematic anchoring of the doctrine of ” Produce and Consume local ”.

In this spirit, the Head of State urged the Government to organize, for all sectors, a good agricultural marketing campaign.

The President of the Republic, returning to the transformation of the informal economy, in order to consolidate the emergence, signaled to the Government, the urgency to build innovative strategies of supervision, financing and promotion of the car -entrepreneurship, the empowerment of women, in order to sustainably preserve economic activities and overall social stability.

In this spirit, the Head of State recalled his decision to set up, since 2018, the General Delegation for the Rapid Entrepreneurship of Women and Youth (DER / FJ) whose interventions since its creation, are located to CFAF 57.78 billion in funding granted to more than 105,000 beneficiaries and 95,000 indirect beneficiaries.

The President of the Republic, in the chapter of the social climate, management and monitoring of internal affairs, asked the Minister of Culture to proceed, with all stakeholders, to the institutional and financial assessment of the SODAV and to the establishment, operational, of the Permanent Commission for the Control of Collective Management Societies.

The Head of State also invited the Minister in charge of the Living Environment, to intensify the national deployment of actions and projects of the “Zero waste” program, after welcoming the encouraging results already obtained.

The President of the Republic, moreover, reiterated to the Minister of Water and Sanitation, his directives relating to the evaluation and updating of the reform of rural water supply, in relation to the application effective commitments made by the private sector within the framework of public drinking water service delegations.

The Head of State also welcomed the significant achievements of the ten-year flood control program, implemented in October 2020, to the tune of 506,714,000,000 FCFA, i.e. an appreciable rate of 66.07%.

The President of the Republic therefore asked the Government to continue, in “Fast track” mode, the optimal execution of the National Strategy for the Prevention and Control of Floods over the period 2020-2022 and to mobilize resources. necessary budget, 15 billion FCFA, for the rapid launch, in the priority area of ​​Keur Massar, of the second phase of PROGEP, which it has validated. In this perspective, it requested the finalization of the regulatory framework setting the harmonized framework for sanitation interventions.

The Head of State finally invited the Ministers concerned to ensure, in relation with the Governor of the Dakar Region, the preservation of any occupation, non-aedificandi areas, in particular the immediate release of the rights-of-way of the outlet. of the Marigot de Mbao.

The President of the Republic, addressing the monitoring of cooperation and partnerships, welcomed the celebration, on October 12, of the 20^e anniversary of the Forum on Sino-African Economic Cooperation, the next Conference of which will be held in Senegal in 2021.

The Head of State closed his communication on his diplomatic agenda, by informing the Council of his friendly and working visit on October 15 and 16 to Nigeria, of his participation on October 14 in a videoconference organized by the Green Fund Climate on Clean Energy Financing, which provides support of 75.45 million euros (approximately CFAF 50 billion) to Senegal for the rural solar electrification of 1,000 villages.

Under legislative and regulatory texts, the Council considered and adopted:

• The bill authorizing the President of the Republic to ratify the multilateral convention for the implementation of measures relating to tax treaties to prevent the erosion of the tax base and the transfer of profits, signed in Paris on June 07, 2017 ;

Under individual measures, the President of the Republic took the following decision:

Monsieur Aboubakry SOKOMO, expert in management of Organizations, previously Teacher-researcher in Management Sciences at the University Institute of Technology (IUT), is appointed Director of Construction of Courthouses, replacing Mr. Amadou Abdoulaye DIOP.
