The meeting of the International Football Association Board (IFAB), which was held today, Wednesday, under the chairmanship of the International Football Association “FIFA”, discussed a set of issues related to the upcoming football law amendments for the 2022-2023 season.

The meeting discussed a proposal to continue allowing 5 substitutions, with the possibility of stopping the match 3 times only for the sake of substitution, in addition to resting the two halves of the match, beyond the current grace period, which ends in December 2022.

The advisory committee (Fab Tap) recommended that the competitions be allowed to make the final decision regarding the continuation of allowing the proposed substitution system since the return of football in the time of the Corona virus, according to the conditions of each competition and the football environment in it.

The second axis in the meeting was related to discussing the necessity of emphasizing the goalkeeper to be on the goal line before executing the penalty kick, without being penalized if there was a foot behind the line at the moment of the kick.

The meeting reviewed the experiences of implementing the law allowing the replacement of a player who is injured in the head, with a recommendation to extend the trial period due to the scarcity of cases that occurred since January 2021 when the trials began, provided that it continues for a period after the current deadline (August 2022) in order to gather more information.

FIFA also presented the Advisory Committee with future updates regarding video referee technology, which may allow competitions with limited budgets, to use (VAR) technology under the name (VAR Lite), and the latest developments related to performance and tracking systems and devices.

There was a state of doubt about the request of the Latin American Federation to increase the rest period from 15 to 25 minutes, due to the negative impact of the matter on the players and their safety after a long period of suspension.

The results of the meeting will be reviewed during the annual IFAP meeting on November 25, 2021.
