Hind Al Soulia - Riyadh - TEHRAN — Iran's Supreme Leader Ayatollah Mojtaba Khamenei said in his first major public statement since taking office that the US military bases in the Middle East will no longer be safe after the war, declaring victory and a new regional order even as talks to end the conflict continued.

Khamenei said regional countries would no longer serve as staging grounds for American military bases after the US military carried out what it called "self-defense strikes"on missile sites and boats in southern Iran on Monday night.

“The clock cannot be turned back and the nations and lands of the region will no longer be a shield for American bases,” Khamenei said in a 14-page written message marking the Eid al-Adha holiday and the Hajj pilgrimage to Makkah,

Khamenei, 56, has not appeared in public since succeeding his father Ali Khamenei, who was killed in the US-Israeli strikes on Iran on February 28.

The message carried by state-run television on Tuesday is the most extensive public message attributed to him since he took office.

International outlets have previously reported that Mojtaba Khamenei was severely injured and needed extensive surgery, citing Iranian officials. Tehran has not yet commented on those reports.

US Central Command said it had targeted missile sites and boats in southern Iran, describing the operations as conducted in self-defense "protect our troops from threats posed by Iranian forces"and insisting they were not intended to breach the ceasefire framework.

Iran's foreign ministry rejected that characterization, accusing the US of "flagrant violation of the ceasefire."

It held the US responsible for the consequences of its "aggressive and unjustified actions" in the Hormozgan region, which has a coast along the Strait of Hormuz, the crucial waterway Iran has blocked causing a spike in world energy prices.

"Without a doubt, the Islamic Republic of Iran will not leave any evil unanswered and will not hesitate to defend the Iranian nation," the Iranian statement said.

Iranian state-run media reported explosions in the port city of Bandar Abbas, without providing further details. Domestic outlets reported four IRGC members were killed in the incident, although Tehran has not officially confirmed the US strikes.

The US Central Command did not give details about the location of the strikes, but an official cited by the New York Times said they had targeted an area near Bandar Abbas,a southern port city and home of an Iranian naval base that sits on the Strait of Hormuz.

The IRGC separately said it had downed a US drone and fired at a fighter attempting to enter Iranian airspace, without specifying when the incidents occurred.

The UK Maritime Trade Operations center reported an external explosion striking a tanker approximately 60 nautical miles east of Oman's capital Muscat, near the waterline at the port-side stern.

The crew was reported safe but fuel was observed leaking into the sea.

The military escalation came as Iranian negotiators were in Doha for talks with Qatari counterparts on a possible peace framework, with the eventual aim of bringing an end to the conflict.

IRGC-affiliated media said parliament speaker and chief negotiator Mohammad Bagher Ghalibaf had returned to Tehran after the talks.

US Secretary of State Marco Rubio has said a deal from the talks is still possible, but it will "take a few days".
