MOSCOW, Nov 5 — Russian Deputy Foreign Minister Sergei Ryabkov said today that the US military build-up in the Caribbean was unjustified and was raising tensions in the region, the Interfax news agency reported.

A US campaign in the Caribbean and eastern Pacific against what Washington says is the illegal drug trade has targeted at least 14 boats and killed 61 people, and the United States has built up a large military presence in the Caribbean in recent months. — Reuters
