Russian President Vladimir Putin on Tuesday blamed the West for escalating tensions in Europe, saying it had misjudged the outcome of the Cold War.

Speaking to senior military officials, Putin said Russia would respond “appropriately” to any Western aggression and continue to develop its military.

“Why did they expand NATO and abandon missile defense treaties? They are to blame for what is happening now, (responsible) for the escalating tensions in Europe,” Putin said.

He added that Washington, after what it considered its victory in the Cold War, wrapped this appreciation with ecstasy, which led it to wrong political choices.

Russia has massed tens of thousands of soldiers on its border with Ukraine, demanding that NATO not accept the former Soviet republic as a member and ensuring that no weapons or troops are deployed there.

Putin said he hopes for constructive talks with Washington and Brussels on the demands of security guarantees put forward by Russia as long as there are indications that the West is ready to discuss this issue.

“Armed conflicts and bloodshed are absolutely not what we would choose. We do not want such a scenario,” he said.

Russian Defense Minister Sergei Shoigu, who spoke at the meeting, said the United States had deployed about 8,000 troops near Russia’s borders and that it, along with its NATO allies, had launched strategic bombers near Russia.

Shoigu added that NATO’s attempts to include the Ukrainian army in its activities represent a security threat.
