– It is expected that the first session of the Council of Ministers will be held early next week.
– Political analyst: The government meeting will give a kind of confidence in Lebanon.
– Journalist: The return of “Amal” and “Hezbollah” to the government came after the level of popular resentment against them rose.
– Political analyst: The position of the “Shiite duo” towards Bitar is still the same.

Without warning, the movement announced, hopefull“and a group”HezbollahIn Lebanon, on Saturday, a return to participation in the work of the Council of Ministers, in order to approve the state’s general budget and discuss the economic recovery plan.

On October 13, the cabinet session, which was scheduled at the time, was postponed indefinitely, following the insistence of ministers affiliated with the “Hezbollah” group and the “Amal” movement (two Shiites) that the council discuss the file of investigations into the explosion in the port of Beirut. In preparation for the dismissal of the judicial investigator, Judge Tariq Al-Bitar, after he was accused of “politicizing” the case.

Since then, no session of the Lebanese government has been held, in light of a severe economic crisis in the country.

The “Shiite duo” justified his return to the government, in a statement, out of concern for Lebanon, its people and its social security, and to prevent it from being accused of obstruction.

The move by “Amal” and “Hezbollah” was welcomed by Prime Minister Najib Mikati, while the return left many questions, especially since nothing has changed in the Bitar file.

Journalist Daoud Ramal believes that “the direct reason for the return of “Amal” and “Hezbollah” to the government is the high level of popular resentment against them, as they found themselves facing their audience, in addition to the positions of the political components that held them responsible for the accelerating deterioration in the country.”

In his interview with Anadolu Agency, Ramal explained that “after consultations with President Michel Aoun and several political components in the Republican Palace, the duo realized that the main demand of all components, even the allies of Hezbollah, is the return of the government to the meeting.”

He continues that “the duo was unable to remove the judicial investigator, and considered that “the disruption of the government is not necessary, and it is a systematic destruction of the institutions of the Lebanese state. He also found himself in front of a dead end, so he justified his return by sensing people’s feelings.”

Rammal rules out the influence of external forces on the decision to return, saying that “foreign forces, when they discuss their common interests, do not pay attention to the Lebanese reality to this degree.”

On the other hand, political analyst Sarkis Abu Zeid points out that “the situation in Lebanon cannot be outside the regional situation, which is moving towards resolution and containment of crises.”

He told Anadolu Agency that “the decision came within complex circumstances, including that the economic and financial situation does not bear further delay, in addition to the fact that Hezbollah does not want to disagree with President Aoun, who is calling for the government to convene.”

In turn, political analyst Faisal Abdel Sater asserts that “the return has nothing to do with any regional development between Saudi Arabia and Iran, and between the latter and the international community.”

And he believes, in an interview with “Anatolia”, that “the issue is related to meeting the President of the Republic after the failure of the invitation to the national dialogue table. There must be a place for a dialogue between the political parties to discuss the problems in the country,” considering that “the statement issued by them (the bilateral Shiites) had clear reasons.

Abdel-Sater’s words are consistent with writer and political analyst Mounir al-Rabie, who considers that “Hezbollah” decided to please President Aoun with a step back to the government, after the latter accused the group of obstruction.

Regarding the external influence, Al-Rabie told Anatolia that “Iran sensed progress in the (nuclear) Vienna talks, so Hezbollah considered that it is possible to retreat in Lebanon. You use this method.

He points out, “We are in a regional and international chore, which is reflected in the Lebanese reality.”

** The government meeting is approaching

The first session of the government, then, will be devoted to discussing the issue of the country’s general budget, and it is expected to be held early next week, according to press statements by Prime Minister Najib Mikati.

Rammal explains that “the Prime Minister gave a period of 7 days for the Lebanese Minister of Finance to submit the budget to the government,” noting that “it is almost completed, pending an agreement on the exchange rate of the dollar that will be adopted in it, because the official exchange rate cannot be adopted (1510 liras).”

** A reflection on the living situation

During this period, the Lebanese people are waiting only for an improvement in their living situation, with the poverty rate reaching more than 70 percent.

Rammal stresses, in this context, that “addressing social affairs must be a priority for the government, and the latter must go to the approval of items related to social affairs in its first session, before the budget discussion begins.”

As for Abu Zeid, he believes that “as soon as the government meets, a kind of confidence will be given in Lebanon, and this matter began to be reflected in the exchange rate of the Lebanese pound to the dollar, which decreased from 33,000 pounds to about 24,000 pounds to the dollar in just two days,” pointing out that “The government is required to take a set of rescue measures, with the aim of getting Lebanon out of the crisis.”

** Fate of a farrier

Not participating in the government was not the first step that Hezbollah took to stop Bitar from the file. Rather, it had previously organized a demonstration to denounce the decisions of the judicial investigator, which soon turned into armed confrontations on “Al-Tayouneh” Street, which is located between the two areas of Chiyah (which has a majority Shiites) and Ain al-Rummaneh-Badaro (which is predominantly Christian) in Beirut, killing 7 people and wounding 32 others.

The Secretary-General of Hezbollah did not provide an opportunity other than accusing Judge Bitar of “politicizing the issue of the explosion of the port of Beirut in August 2020”, to the extent that the statement of return to the government accused Bitar of discretion.

Abu Zeid points out that “all the Shiite duo’s moves and pressures did not lead to the results he wanted in the Bitar file.”

He says, “Bitar’s issue is now frozen because of appointments in the judiciary, and there is a regular session of Parliament, during which there can be no prosecution of the accused (including former ministers and current MPs).”

In turn, Rammal stresses that “the solution to the issue of Bitar is an institutional solution, and the constitution was clear on the issue of the separation of powers.”

For his part, Al-Rabih indicates that “Hezbollah’s main goal was to obstruct the investigation into the Beirut Port file, and now the investigation is frozen due to the lack of a quorum in the Judicial Cassation Commission, and therefore Bitar’s work is frozen at this stage.”

As for Abdel-Sater, he confirms that the position of “Amal” and “Hezbollah” towards Bitar is still the same, but they have not yet disclosed the way in which they will continue to confront him. Perhaps they will follow the method of continuing to file lawsuits by the affected parties, or by working to refer The matter is referred to a parliamentary committee.

Thus, all the files in Lebanon seem to be linked to each other, but attention remains on the first meeting of the government after a “disruption” that took more than three months, which intensified the living crisis in the country.
