While a word was leaked to the Governor of the Banque du Liban that no agreement had been reached on this grant, and that there was no possibility to pay it, the minister informed representative sources that he was “confident” that the funds were in the Banque du Liban, and “we agreed to pay the assistance at the ministerial committee meeting in the presence of the governor.”
At the outset, a complex formula for the support mechanism was distributed, according to which “each student in public and private schools and institutes is given an approximate amount of one million pounds, in a way that each student places an amount equal to 600 thousand pounds in the bank and is converted into dollars at the official exchange rate (1500 pounds). 400 dollars, then it is spent on the price of the student’s platform, that is, at the price of 3900 pounds, so the amount becomes one million and 560 thousand and the 600 thousand is subtracted from it, so the amount intended to give him is 960 thousand pounds.

However, since the day of the announcement, questions are still flowing: How will this grant be paid and to whom? Does it include all students without exception, including those who receive financial grants from guarantor funds and military institutions from the army and internal security forces? What about those who do not have bank accounts? What if the guardian has 5 children, from where will he get 3 million pounds to deposit in the bank? Is it meant by institutions: professional or university? However, the most important question is: Is the news fundamentally true or is it “tajlita”, especially since no party adopted its financing, while the Ministry of Finance and the Bank of Lebanon disavowed it? And if the money is a surplus from two projects funded by international donors and will be paid in two installments (8 million and 6 million dollars), then why not pay in US dollars, and why all this preamble through banks?
