Mohamed Maait, Minister of Finance, confirmed that the ACI system has been progressing at a steady pace since the start of the mandatory application starting from the first of this October in the seaports, noting that any challenges or obstacles that may face the business community are dealt with immediately, according to the latest international experiences. This contributes to achieving the desired goals by reducing the time of customs release, reducing the cost of the import and export process, and then reducing the prices of goods and services in local markets, encouraging Egyptian exports, facilitating trade movement and stimulating investment, and improving Egypt’s ranking in international competitiveness indicators.

The minister said that there is an increasing demand from importers and their customs brokers to join the ACI system, as the number of registered persons has exceeded 11 thousand, more than 80,000 ACID numbers have been issued, and more than 50 thousand foreign exporters have registered. Egypt has had electronic accounts on the “Blockchain” platform since the beta launch of the system last April until now.

Al-Shahat Ghaturi, head of the Customs Authority, confirmed that in order to facilitate the dealers with the new system “ACI”, the possibility of adjusting the value based on it, the port of shipment and arrival, the customs system, the shipment quantities, weights and units, the statement submitter, the addition of an invoice, and a new customs item was allowed; This is after the issuance of the “ACID” number and before shipment, pointing out that after modifying the data, the same “ACID” number is issued, marked with the letter “M”, and this new number is obligated to put this new number on all shipment documents.

He explained that the importer, the foreign exporter and the shipping agent can inquire about the validity of the “ACID” number on the “Wifeh” portal before shipment, while the foreign shipping agent is available to inquire about it when the shipment is completed, noting that the “ACID” number must be proven on commercial invoices and message documents and not on Separate papers, in accordance with the executive regulations of the Customs Law.

He added that if the “container” contains common goods for more than one importer and each of them is subject to a different customs system, then an “ACI” number is obtained for each shipment from its account on “Window” and upon arrival the shipment is unloaded and each “ACI” number is treated according to the system The required release, and in the event of contracting for a large quantity to be shipped in batches under one invoice and one “4” form, the importer must send an invoice for each shipment separately, and a separate prior registration number will be obtained.

He indicated that with regard to the electronic authorization work from the person concerned to the clearance company through the “window” platform, the authorization is made from the account of the person concerned with mentioning the tax number of the clearance office and not the license number. Therefore, accounts affiliated with the clearance office can choose the person concerned through the list of importers upon request Obtain the ACID identification number.

Dr. Mona Nasser, Assistant Minister for Customs Follow-up and Development, confirmed the continuation of holding introductory meetings on the new system with embassies of foreign countries, the maritime transport sector, and navigational chambers to explain the system’s procedures and respond to all inquiries related to it, pointing out that there is a remarkable response from the business community in the various tributaries of the project. The national system to modernize and mechanize the customs system embodies a real partnership in order to strengthen the structure of the national economy.
